San Francisco housing official resigns after three more women accuse him of sexual harassment

Jacobs resigned from the city’s Building Inspection Commission shortly after Perrigo took office. But he continued to work for the organization under the leadership of TODCO President John Elberling. In a separate incident involving another woman, Jacob was reportedly found half-naked in bed with an unconscious and topless woman. A third woman said that in the summer of 2016, Jacob slept on her couch, drank alcohol one night and crept into her bed in the middle of the night. The woman said that when she woke up she found him lying naked next to her and that he would not leave until she rebuffed his sexual advances several times.

In March 2022, a woman filed a personal injury lawsuit against Jacob in court. The lawsuit appears to be consistent with the stories in the Standard of women who had long-term relationships with Jacobs, who accused Jacobs of severe physical and emotional abuse.

The woman said that her physical abuse by Jacob began in December 2015, about two months into their relationship. Over the next three years, he repeatedly strangled her until she could no longer breathe, trapped her in their shared home, and claimed he had gang ties and was planning to kill her and her family.
